Brief Description:
The Technical Advisor will lead the technical design and support the implementation of pilot activities and research initiatives under the USAID funded Countering Violent Extremism in the Middle East and North Africa (CoVE-MENA) Task Order. S/he will serve as an analyst and technical specialist and participate in the selection of, and coordinate the work of, short-term Analysts, Researchers and other Technical Specialists. For each pilot activity, the Technical Advisor’s role will be determined at the outset, but it is anticipated that s/he will serve as the Technical Lead on one or more of the pilot projects. S/he will also provide technical oversight of CoVE-MENA’s research studies and contribute to the design and development of CoVE-MENA training materials. For those studies and pilot activities where s/he has a lead technical role, s/he will provide technical supervision of staff, consultants, and subcontractors. Working closely with the CoVE-MENA project manager, s/he will ensure timely progress against schedules, achievement of deliverables, and quality of results. Finally, the Technical Advisor will develop and oversee the monitoring and evaluation (M&E) plan for CoVE-MENA.

Responsibilities:

  • Provide technical oversight of CoVE-MENA research studies/reports
  • Oversee the establishment of effective M&E plans and data collection reporting systems for pilot activities as needed/appropriate
  • Coordinate closely with the Program Manager, bringing to his/her attention any issues on progress with CoVE-MENA technical activities, including staff or subcontractor technical performance
  • Oversee and contribute to the technical design of bilateral and multi-country pilot programs, working in close collaboration with the CoVE-MENA team and USAID
  • Contribute technically to the implementation of field-based pilot programs. The scope of the technical role will be determined at the outset of each pilot activity, but technical support may involve travel to the field
  • Provide technical inputs and/or serve as the technical lead for Grants awarded under CoVE-MENA, including serve on review committees, provide technical assistance to selected grantees, collaborate with short-term Consultants, and coordinate with the joint research and grants team
  • For those studies and pilot activities where s/he has a lead technical role, s/he will provide technical supervision of staff, consultants, and subcontractors, ensuring timely progress against schedules, achievement of deliverables, and quality of results
  • Draft relevant sections of status updates and quarterly performance reports submitted to USAID (e.g., monthly status updates, weekly bullets or other requests)
  • Represent CoVE-MENA at external countering violent extremism (CVE)-related events, as required
  • Maintain contacts with external stakeholders in the CVE practice area and share relevant contacts, project information, research, and tools with the CoVE-MENA team and USAID
  • Other duties as assigned

Qualifications:

  • At least 8 years of experience with, and knowledge of, salient DGPS issues related to mitigating conflict and, preferably in the MENA region
  • Demonstrated experience in qualitative and quantitative analysis
  • Experience in qualitative research, including interviews, focus group discussions, and participatory research methods
  • Experience in developmental evaluation or other innovations in M&E
  • Experience using STATA for basic statistical analysis of survey data is highly desired
  • Excellent writing and verbal communication skills, especially the ability to communicate technical findings to a non-technical audience
  • Previous experience in the conceptualization, design, and implementation of mitigating conflict and CVE programming and research products is desired
  • Graduate degree in political science, international relations, area studies or a directly-related field is required, specialization in peacebuilding, CVE, youth development, community resilience or conflict mitigation/ prevention desired
  • Strong oral and written communication skills
  • Proficiency in Arabic or French is desired
  • Familiarity with USAID and/or USG funding rules and regulations is desirable
  • Eligibility to work in US
