JOB PURPOSE:

 To manage the implementation of Nonviolent Peaceforce, South Sudan (NPSS) protection programming and ensure effective staff management in logistically challenging and chronically insecure locations. The Programme Manager will be responsible for the overall management, implementation and monitoring of the Nonviolent Peaceforce (NP) project “Promoting Women’s role in Peace building and Gender-based Violence prevention in South Sudan” (the Project).

 

The Programme Manager manages the implementation of NPSS programming across multiple field sites and project locations, ensuring the project is implemented in accordance with donor approved proposals and budgets. The Programme Manager will support the strategic development of current and new programming in South Sudan.

She or he will be the primary lead on the Project with close liaison for reporting and management with the programme development team. The Programme Manager will coordinate with other women’s protection and GBV actors and will be responsible for ensuring timely activity reporting and quality programming. The Programme Manager will be based in Juba with frequent visit to the field. The ideal candidate will possess project management experience in women’s protection or GBV and have excellent research and analytical skills.

 

KEY OBJECTIVES/RESPONSIBILITIES:

Programme Management and Implementation

  • Responsible       for the overall       planning and effective delivery       of the Project       in accordance with       the proposal, log-frame, key milestone and donor guidelines.
  • Produce a strategic plan that is site and context specific and utilises NPSS’ model and programmatic approach to women’s empowerment and GBV prevention.
  • Provide technical advice to teams on the development and implementation of the Project.
  • Collect and analyse contextual information and conflict dynamics and use that information to develop and improve the Project.
  • Guide teams in strategic planning, development of work plans and adapting programme implementation to meet needs in emergencies and rapidly evolving conflicts
  • Lead monitoring, evaluation and impact assessment; guiding field staff in data collection and analysis; coordinating with programme officers to produce appropriate ME&L documentation.
  • Work in close collaboration with the Deputy Head of Mission and the Program Development team in order to support appropriate development of new programming and supporting further development of current programming.
  • Engage in nationwide context analysis in order to inform program implementation and guide adjustments necessary to remain relevant.
  • Engage in direct programme implementation as needed, participate in integrated rapid needs assessments and emergency mobile response. Stand in as Acting Team Leader when necessary.

 

Representation and Advocacy

  • Represent       NPSS in coordination and       advocacy fora, with       agencies, government officials, UN officials, local government and partners as it relates to the project
  • In collaboration with the Programme Development team, represent NPSS to donors, engaging in proactive communication to keep donors updated both formally and informally on the progress of the project and the evolving conflict and protection context in South Sudan.
  • Represent       NPSS at the       sub-national level (with       local authorities in       field locations) when Team Leaders request senior support.
  • Represent       NPSS during donor       visits to areas of operation and planning donor visits together with       the Programme Development department and       will whenever possible, accompany the donor on the field visit.
  • Provide guidance and direct support on access related negotiations in area of operation as needed.
  • Provide insight and support to the Program Development team and Deputy Head of Mission to identify new funding sources.

Financial Management

  • Be the primary budget holder for the project budget. Provide budget and financial management oversight, coordinate with       the finance department to       monitor expenditure, ensure appropriate burn-rate and appropriate decisions that balance programming needs and the status of the grant.
  • Provide approvals for all expenses related to the project and ensure with finance that all expenses are booked accordingly
  • Coordinate with finance manager to review and correct finance reports prior to submission for donor reporting.
  • Alert Deputy Head of Mission and fundraising personnel of budget revision requirements and funding shortfalls; make recommendations for corrective action as necessary.
  • Supervise       field level cash management, ensuring       field level bookkeeping is done       according to NPSS policies and procedures, records are transported to Juba and irregularity is minimized and corrected.
  • Prepare budget forecasts in collaboration with Team Leaders and supervise field cash management
  • Supervise and ensure that teams comply with their internal and external reporting requirements and that complete documentation is received in HQ.
  • Review coding for all field level expenses in accordance with approved project budget.

 

Monitoring and reporting

  • Oversees preparation of quality and timely reports for submission to NP’s programme development team.
  • Develops and implements monitoring and evaluation strategy of the project closely with the M&E Officer and program development manager.
  • Implements NP procedures for internal monitoring and reporting of activities in accordance with project objectives and indicators and ensures regular communication and reporting Senior Programme Manager and Programme Officers.
  • Ensures periodic project reviews and lesson learning exercises are conducted and documented.

 

Operational Management

  • Serve       as programme security       focal person, coordinating with       Head of Mission and Security Manager.
  • Serve       as interlocutor between       field teams and       programme support departments in       Juba (HR, Finance and Operations), ensuring that the needs of field teams are met and that field teams are fully aware of what is happening operationally in Juba as it relates to their sites.
  • Actively develop and enhance mutual understanding between field teams and Juba programme support functions.
  • Participate       in Juba grant       inception process with       programme development, finance       and operations and then       lead grant inception process       with field teams       in partnership with Programme Development department.
  • When requested, contribute to donor reporting for area of operation.
  • Serve       as senior staff       in emergency situations, coordinating with       Head of Mission, Deputy Head of Mission and Safety and Security Adviser.
  • Ensure       efficient operational systems       in place, coordinating with Country       Logistics Manager to ensure compounds are functional, procurement needs are met and vehicles are running well

 

Personnel Management

  • Serve as Line Manager for Team Leaders as appropriate.
  • Facilitate       field team performance reviews       – directly conducting 360       performance reviews for Team Leaders.
  • Coach       and guide staff       on field based       personnel management, ensuring       with the support       of human resources, that       South Sudan labour       law is adhered       to and NPSS       Human Resources policies are understood and implemented.
  • Ensure sufficient level of staffing, identifying the need for new recruitment in a timely fashion.
  • Participate in recruitment panel for international programme staff.
  • Work with underperforming staff by developing and       implementing performance management plans. Support Team Leaders to do the same for members of field teams.
  • Support Team Leaders to manage difficult HR issues, delivering difficult or unpopular messages such as warnings when needed.
  • Facilitate strong staff morale and positive working environment in area of operation.

 

QUALIFICATIONS AND COMPETENCIES:

Education, Knowledge and Experience

  • Post       secondary education in       refugee law, human       rights, international human       rights law, international humanitarian law, negotiation, mediation, human security or related
  • 5-7 years work experience in human security, refugee or civilian protection.
  • 3- 5 years management experience in complex security environment.
  • Demonstrated experience working with state authorities, negotiation and mediation
  • Demonstrated ability to live, work and solve problems independently and effectively in       remote, highly challenging locations
  • Demonstrated ability to analyze conflict, security and political contexts

Skills

  • Independent Judgment/Analytical:

Ability to set priorities, solve problems and analyse data

Demonstrable conflict analysis skills, identify entry points and design prevention and protection strategies

  • Information Technology:

Good skills in Microsoft Office applications.

Hardware IT skills a definite asset

 

Other Specialized Requirements

  • This       position requires travel       to remote field       sites, including locations with       no electricity or running water with limited access to communications.
  • This country programme is a complex security environment where conditions change rapidly – experience in insecure environments is essential to success in this position
