Amritsar based research institute IDSAsr ( Guru Arjan Dev Institute of Development Studies) launched its recent publication titled Right to Education: Pathway Ahead. The book is edited by well known economist, noted educationist and Director of the institute Dr Gursharan Singh Kainth and published by Bharti Publication, New Delhi.It contains contributions from eminent academics and other experts in the field of education who have, among other things, traced in substantial detail the coming into effect of the Right to Education Act, 2009 as well as the challenges to the effective realization of this fundamental right, in practice.
In the words of Justice K G Balakrishnan, Chairperson of NHRC: What is noteworthy about the present volume is the fact that the right to education has been discussed within the broader framework of the overall rights of children. Thus, recent enactments such as the Protection of Children from Sexual Offenses, policies like the Integrated Child Development Scheme (ICDS) and Integrated Child Protection Scheme (ICPS) also find the much needed and emphatic presence in this book.
Also notable is the case study from Bastar, Chhattisgarh, which seeks to explore the unique challenges in realizing the right to education in the tribal belts. Other case studies from Odisha, Karnataka, and Punjab also make for an engaging read and help one appreciate the fact that to be truly effective the RTE Act will have to be adapted and implemented in ways that are respectful of local needs, demands and challenges.
